We design and deliver customised, ready-to-use WHS Management Systems aligned to ISO 45001 — built around how your business actually operates, not a folder of templates.
A WHS Management System (WHSMS) is the structured set of policies, procedures, registers and tools your business uses to manage workplace health and safety risk. Done well, it satisfies the primary duty of care under the model WHS Act, supports ISO 45001 alignment, and gives leaders the visibility they need to make good safety decisions.
Spire Safety builds WHSMS documentation that fits the way your people work — not a generic template pack you'll never use. Our focus is system development: producing the system, not running it for you long-term. The result is a defensible, auditable framework owned by your business from day one.
Where required, we extend the build into an Integrated Management System (IMS) covering ISO 9001 (Quality) and ISO 14001 (Environment), so your organisation operates from a single shared document set rather than three parallel systems.

“A defensible, auditable framework owned by your business from day one.”
Signed leadership commitment statement and WHS Policy that anchors the rest of the system.
Hazard identification, risk assessment, hierarchy of controls — physical and psychosocial.
Reporting, investigation, corrective action and notifiable-incident procedures aligned to model WHS Act amendments.
Worker consultation, communication and Health & Safety Representative engagement procedures.
Contractor management, plant and equipment registers, hazardous chemicals and SDS management.
Emergency response, first aid, return-to-work and worker wellbeing procedures.
Australian PCBUs are required, so far as is reasonably practicable, to provide and maintain a safe work environment, safe systems of work, and adequate information, training and supervision. A documented WHS Management System is the most efficient way for a business of any size to evidence those duties to a regulator, an insurer, a head contractor or a client.
It also pays back operationally: fewer incidents, faster onboarding of new workers, cleaner contractor management, and a clearer audit trail when something does go wrong. With recent model WHS Act amendments published 5 December 2025 expanding incident notification duties, the value of a current, well-maintained WHSMS has only increased.
Looking to certify the system once it's built? See ISO Consulting. Need ongoing day-to-day support? See WHS Consulting. Already have a system and want it audited? See WHS Compliance Auditing.

Our core service is system development — we build the documents, registers and workflows your business will use. Implementation (rolling it out, training people, embedding it into BAU) stays with your team so the system actually sticks. We can support implementation through our WHS Consulting service.
Yes. The structure, document control, risk-based thinking and operational planning we deliver align with ISO 45001:2018 so a JAS-ANZ accredited certification body can audit and certify it. Many of our clients combine this service with our ISO Consulting service.
Yes. Integrated Management Systems (IMS) covering Quality (9001), Environment (14001) and OH&S (45001) are a routine deliverable. One document set, one risk register, one audit cycle.
Typically 8–16 weeks depending on the size of your operation, the number of sites, and how much existing material we can work from. We scope each project up front so you know the cost and timeline before we start.
Yes. The system reflects current Australian WHS Regulations including psychosocial hazard management — for example the model WHS Regulations and the Victorian Occupational Health and Safety (Psychological Health) Regulations 2025 that commenced on 1 December 2025.
Yes. Multi-site businesses, remote workers and FIFO operations are well within scope. We design the document hierarchy to handle site-specific procedures over a shared corporate framework.
