A WHS management system (WHSMS) is the documented set of policies, procedures, registers and responsibilities a business uses to manage work health and safety risks and meet its duties under WHS law.

How much does a WHS management system cost?
The cost depends on workforce size, the risk profile of the work, the number of sites and whether we are improving an existing system or building a new one.
Most system builds take 8–16 weeks. A focused update for one operation may be shorter; a multi-site system with complex hazards, contractor controls or certification requirements takes longer. We review the scope first and provide a defined fee and timeframe before drafting begins.

Why It Matters
Why your business needs a documented WHS management system
Defensible, auditable and owned by your team.
Australian PCBUs are required, so far as is reasonably practicable, to provide and maintain a safe work environment, safe systems of work, and adequate information, training and supervision. A documented WHS Management System is the most efficient way for a business of any size to evidence those duties to a regulator, an insurer, a head contractor or a client.
It also pays back operationally: fewer incidents, faster onboarding of new workers, cleaner contractor management, and a clearer audit trail when something does go wrong. With recent model WHS Act amendments published 5 December 2025 expanding incident notification duties, the value of a current, well-maintained WHSMS has only increased.

01Do you implement the system as well, or just write it?
Yes. We develop the policies, procedures, registers and workflows, then provide implementation support so your process owners can introduce them into day-to-day work. Spire does not provide training courses; our support covers handover, ownership, workflow, evidence and review.
02Is the system you build ISO 45001 certifiable?
It can be structured to support ISO 45001 certification, but certification is a separate engagement completed by an independent certification body. If certification is your goal, see our ISO 45001 Consulting service.
03Can you cover ISO 9001 and ISO 14001 as well?
Yes. Where a business holds or pursues several standards, the same governance architecture can be extended into one Integrated Management System covering quality, environment and work health and safety.
04How long does a WHS Management System build take?
Typically 8–16 weeks depending on the size of your operation, the number of sites, and how much existing material we can work from. We scope each project up front so you know the cost and timeline before we start.
05Will it cover psychosocial hazards and the new regulations?
Yes. The system reflects current Australian WHS Regulations, including psychosocial risk management. We build psychosocial hazards into consultation, risk assessment, controls, reporting and review rather than treating them as a separate wellbeing initiative.
06Do you cover multiple sites and remote workforces?
Yes. Multi-site businesses, remote workers and FIFO operations are well within scope. We design the document hierarchy to handle site-specific procedures over a shared corporate framework.
07Is a WHS management system a legal requirement in Australia?
Australian WHS laws do not generally require every business to hold a document called a WHS management system. They do require PCBUs to manage risks, consult workers, provide safe systems of work and keep particular records. A documented system brings those duties, controls and records together. Some industries, projects, contracts, licences and principal contractors impose more specific system or plan requirements.
08What's the difference between a WHS management system and a safety management system?
In most workplaces, the terms describe the same type of structured framework for managing health and safety. WHS management system is the common Australian term. Safety management system is also used broadly and has specific statutory meanings in industries such as mining, aviation and major hazard facilities, so the required content depends on the legal and operational context.
09Can you update our existing system instead of starting again?
Yes. We can review your current documents, preserve material that remains suitable and update only the gaps, obsolete references or processes that no longer match the way work is done. The scope depends on the condition of the existing system, your risk profile and whether certification or tender requirements also apply.
